Amends Arizona Revised Statutes section 15-716 to allow school districts to provide instruction on AIDS and HIV to kindergarten and grades 1-12.

Requires instruction to be age-appropriate, medically accurate, promote abstinence, discourage drug abuse, and dispel myths about HIV transmission.

Removes the prohibition on including instruction that "promotes a homosexual life-style," "portrays homosexuality as a positive alternative life-style," or "suggests that some methods of sex are safe methods of homosexual sex."

Maintains parental opt-out rights allowing parents to request their child be excused from AIDS/HIV instruction, with school districts required to notify all parents of this ability.

Preserves the department of health services and education's role in reviewing instructional materials for medical accuracy and providing assistance such as curriculum suggestions and teacher training.
