Establishes two separate study committees: one for Mohave County and one for La Paz County, each with 11 members including a nonvoting state land commissioner representative.

Committee members represent groundwater users in specified basins (Hualapai Valley and Sacramento Valley for Mohave; Renegras Plain, McMullen Valley, and Butler Valley for La Paz) and include farmers, county supervisors, city/town officials, industrial users, conservation districts, mining users, and well owners.

Committees shall review groundwater withdrawal data from the Department of Water Resources, make policy recommendations to the director, and review an independent consultant's report on groundwater depletion rates in the northwest basins planning area.

Each committee must submit a report of recommendations to the director of water resources, governor, speaker of the house, and president of the senate by December 31, 2021.

The committees are repealed effective June 30, 2022.
