Directs the Department of Water Resources Director to adopt an emergency rule under A.R.S. § 41-1026 to implement policies for reviewing and advising on Colorado River water transfers under A.R.S. § 45-107.

Requires the emergency rule to establish policies and procedures for obtaining the Director's advice and review on all transfers of Colorado River water, including public notice and comment requirements.

Mandates the rule describe criteria and analysis the Department will use to evaluate proposed transfers, including conveyances, leases, or assignments of mainstream Colorado River water.

Ensures the Director's advice to and consultation with the U.S. Secretary of the Interior aligns with the policies, procedures, and requirements established in the adopted rule.

Designates the act as an emergency measure effective immediately.
