Mandates that health professionals inform patients that no state vaccination requirement exists except for children attending public or private schools, and that exemptions from immunization requirements are available.

Defines "antibody titer test" as a serum test measuring the presence and amount of antibodies against a particular antigen as serologic proof of immunity.
