Adds alleged victims of battery, harassment, hazing, kidnapping, physical attack, robbery, sexual harassment, sexual assault, rape, threatening, intimidation, fighting, sex trafficking, or human trafficking as a new category of qualified students eligible for Arizona empowerment scholarship accounts.

Qualifies student victims for the program without requiring they first attend a governmental school for a minimum number of days, unlike most other eligibility categories.

Amends section 15-2401 of Arizona Revised Statutes to expand the definition of "qualified student" to include victims of specified crimes and harmful acts.

Designates the legislation as the "Lifeline For Student Crime Victims Act."
