Amends Arizona Revised Statutes section 13-907 to modify when a person convicted of a felony offense can have their judgment of guilt set aside.

Adds new restriction preventing conviction set-aside for any felony offense in which the victim is a minor under fifteen years of age.

Restores firearm possession rights when a conviction is set aside, except for persons previously convicted of serious offenses as defined in section 13-706.

Maintains existing prohibitions on set-aside applications for dangerous offenses, sex offender registration offenses, and vehicle code violations (with limited exceptions).

Clarifies court procedures including requirement to state denial reasons in writing and on record, and victim notification and hearing rights throughout the process.
