Establishes that watering plants in containers on or above ground is classified as a non-irrigation use of groundwater in active management areas.

Allows persons holding irrigation grandfathered right certificates in initial active management areas to use groundwater for watering containerized plants grown for sale, human consumption, or livestock feed on certificated acres.

Requires separate measurement and tracking of groundwater used for containerized plants versus irrigation uses, with combined water use limited to the irrigation water duty for the farm.

Prohibits registering flexibility account credits in any year when groundwater is used for containerized plants under this authorization.

Permits certificate holders to request the director separate a grandfathered right certificate into two certificates—one for containerized plant acres and one for irrigation use acres—provided no resulting certificate would have fewer than two acres.
