Establishes a joint study committee on county boundaries consisting of 13 members: 3 House representatives, 3 senators, 5 public members knowledgeable about county boundaries and fiscal impacts, and 1 gubernatorial appointee.

Committee must research and report on fiscal and related impacts of a potential county boundary line change between Cochise County and Santa Cruz County.

Committee may use legislative staff and request services, equipment, documents, personnel and facilities from state agencies and political subdivisions without cost.

Committee must submit findings and recommendations to the governor, president of the Senate, and speaker of the House by June 30, 2020, with a copy to the secretary of state.

Committee is repealed effective December 31, 2020.
