Requires ballots used at emergency voting centers to be labeled "emergency ballot" in primary elections, optical scanning system ballots, and general election ballots.

Mandates that all emergency ballots cast at emergency voting centers or elsewhere must be separated from other ballots, tabulated separately, and kept separately after tabulation.

Amends sections 16-462, 16-468, and 16-502 of Arizona Revised Statutes to add emergency ballot labeling requirements across different ballot types.

Creates new section 16-601 establishing procedures for the handling and tabulation of emergency ballots as distinct from regular ballots.
