Prohibits health insurers from requiring credit card as the sole payment method to health care providers for contracts issued, amended, or renewed on or after January 1, 2020.

Requires health insurers initiating or changing to electronic funds transfer payments to notify providers of associated fees, advise of alternative payment methods, and remit explanations of benefits with each payment.

Prohibits health insurers from charging fees for electronic funds transfer transmission to providers unless the provider consents, though agents may charge reasonable fees for value-added services like data management and portal services.

Requires health insurers acquiring another insurer's provider network to notify affected health care providers and allows providers to continue, terminate, or directly contract with the acquiring insurer.

Exempts from the acquisition notification requirement any arrangements already disclosed in and agreed to by the original provider contracts.
