Amends Arizona Revised Statutes Section 28-2007 to base the highway safety fee on a vehicle's value rather than a flat fee, with the amount to be determined annually by the director.

Requires the highway safety fee to fully fund 110 percent of the Department of Public Safety Highway Patrol budget each fiscal year, minus any prior unencumbered balance in the Arizona Highway Patrol Fund exceeding 10 percent of the prior year's deposits.

All collected highway safety fees must be deposited into the Arizona Highway Patrol Fund established by section 41-1752.

Exempts the department from rulemaking requirements under Arizona Revised Statutes Title 41, Chapter 6 when determining the highway safety fee amount.

Requires approval by at least two-thirds of both houses of the legislature and becomes effective upon governor's signature or upon three-fourths vote override of a gubernatorial veto.
