Requires every new or used marked police vehicle purchased, leased, or acquired by a law enforcement agency that is primarily used for traffic stops to be equipped with a mobile video recording system beginning on the effective date of the section.

Mandates that every uniformed peace officer be equipped with a wearable mobile video recording system beginning on the effective date of the section.

Defines "marked police vehicle" as an automobile, light truck, or truck displaying law enforcement agency graphics or markings on at least two sides and equipped with at least one top-mounted light with 360-degree visibility.

Defines "mobile video recording system" as a device or system that electronically records visual images of activities during motor vehicle stops or other law enforcement actions.

Requires the chief officer of each law enforcement agency in the state to adopt rules implementing these requirements within 90 days after the act's effective date.
