Amends Arizona Revised Statutes section 36-2985 to modify the triggering condition for program suspension from "federal medical assistance percentage is less than 100%" to allow the director to determine suspension based on insufficient appropriated funds.

Changes the notification requirement from mandatory immediate notification to discretionary notification when the director determines appropriations are insufficient for the children's health insurance program.

Clarifies that spending limits for state monies on health care under the program cannot exceed amounts appropriated by legislative authorization under section 35-173.

Appropriates $1,586,900 from the state general fund and $15,141,500 from the children's health insurance program fund to AHCCCS for fiscal year 2019-2020 to administer and provide services under the children's health insurance program.
