Expands the definition of "qualified school" to include "quality preschool programs" that are accredited by a national early childhood development organization or rated at quality level 3 or higher by the Arizona early childhood development and health board.

Allows school tuition organizations to award scholarships to students enrolling in quality preschool programs, with the same income eligibility requirements as other scholarship recipients (family income not exceeding 185 percent of reduced-price lunch threshold).

Sets the 2020 scholarship limit for quality preschool programs at the 2019 limit for preschools serving students with disabilities plus $100, with annual increases thereafter.

Specifies that students receiving scholarships for quality preschool programs are not eligible to receive scholarships for kindergarten programs in subsequent years.

Makes conforming changes to definitions and references to preschool programs across school tuition organization statutes to reflect the new quality preschool program eligibility.
