Amends Arizona Revised Statutes Section 38-1113 to expand the definition of "peace officer" to include constables who meet specific firearms training and certification requirements.

Allows constables to carry firearms while on or off duty if they are either certified per Section 41-1822, subsection A, paragraph 3, or complete firearms training and a psychological examination.

Requires constables to either possess a valid permit under Section 13-3112 or complete a background investigation approved by the Arizona Peace Officer Standards and Training Board to carry firearms.

Maintains existing prohibitions on firearm carrying in jails, courthouses, secured police facilities, while under investigation, and other locations specified in state and federal law.

Clarifies that peace officers and retired peace officers cannot be prohibited from carrying firearms except under the specific circumstances outlined in the statute.
