Defines "internal revenue code" for Arizona tax purposes as the U.S. Internal Revenue Code of 1986 in effect on January 1, 2018, including retroactive provisions from the Bipartisan Budget Act of 2018 and Consolidated Appropriations Act of 2018.

Reduces individual income tax rates by 0.11 percentage points for taxable year 2018 only, reverting to standard rates beginning January 1, 2019.

Applies retroactively to tax returns filed for taxable years beginning after December 31, 2017.

Section 1 of the act repeals from and after December 31, 2019.
