Establishes a five-year experienced teacher retention pilot program allowing eligible teachers to receive a 75% discount on tuition at Arizona Board of Regents universities.

Eligibility includes certificated teachers with at least 10 years of service in Arizona schools, their spouses and dependents; also includes teachers with 3-10 years of service who pursue graduate degrees in their subject area and agree to teach 4 additional years.

Prioritizes rural school teachers and selects participants on first-come, first-served basis, with total participants limited to stay within appropriated budget.

Requires an impact study to be conducted from fiscal years 2022-2025, with findings due to the governor, legislature, and superintendent by December 31, 2025.

Appropriates $2,000,000 in fiscal year 2019-2020, with conditional increases to $2,500,000 or $5,000,000 in subsequent years based on program funding utilization; program expires February 15, 2026.
