Prohibits operators from using portable wireless communication devices while driving unless the device is designed for hands-free, voice-operated use and is used in that manner.

Allows hand-held device use only if the device is mounted on the windshield or dashboard/center console and operated with a single finger swipe or tap.

Establishes penalties of $25-$99 for first offense and $100-$200 for second or subsequent offense; violations causing death or serious injury are Class 2 misdemeanors with fines up to $4,000.

Exempts emergency and law enforcement vehicles acting in official capacity, federal radio frequency devices, and manufacturer-installed vehicle systems.

Eliminates the wireless communication device restriction for Class G (young) drivers and removes the restriction provision from instruction permit requirements.
