Requires drivers proceeding at less than normal traffic speed to drive in the right-hand lane or as close as practicable to the right-hand curb or edge of the roadway, except when overtaking and passing or preparing for a left turn.

Mandates the Arizona Department of Transportation erect signs every 50 miles on rural highways by September 1, 2022 to notify the public of left-lane driving requirements.

Appropriates $200,000 from the state general fund in fiscal year 2019-2020 to the Department of Transportation for erecting the required signs.

Makes the $200,000 appropriation exempt from lapsing provisions, allowing unspent funds to carry forward beyond the fiscal year.
