Requires independent third-party laboratory testing of medical marijuana beginning June 1, 2020, to confirm potency and detect harmful chemicals, solvents, mold, heavy metals, bacteria, and fungi, with mandatory childproof packaging and labeling.

Allows registered nonprofit dispensaries to recognize and dispense to visiting qualifying patients with valid nonresident cards from other states that meet specific requirements regarding criminal prosecution exemptions and database access.

Requires designated caregivers, dispensary agents, and principal officers to possess valid fingerprint clearance cards issued under section 41-1758.07 rather than merely avoiding excluded felony convictions.
