Amends Arizona Revised Statutes to create a new position of full-time statewide Americans with Disabilities Act (ADA) coordinator within the governor's office of equal opportunity.

Requires the ADA coordinator to develop and implement an annual plan to carry out ADA requirements in Arizona, including community-based coordination of disability activities statewide.

Annual plan must include educational opportunities for small businesses and encourage coordination between the business and disability communities to improve ADA compliance in public and private settings.

Plan must establish specific enforcement goals for disability accessibility and include measurable methods for tracking progress toward those goals.

Appropriates $100,000 and 1 full-time equivalent (FTE) position from the state general fund for fiscal year 2019-2020 to fund the coordinator position and related expenses.
