Adds Article 27 to Arizona's trade practices law establishing requirements for event ticket sales and transferability.

Requires ticket issuers to offer consumers an option to purchase tickets in transferable form at initial sale, allowing tickets to be given away or resold without penalty or discrimination.

Prohibits ticket buyers or sellers from being penalized, discriminated against, or denied event access solely because a ticket was resold or resold through a different ticket platform.

Allows ticket issuers to maintain conduct and behavior policies, set purchase quantity limits, revoke season tickets for policy violations, and offer nontransferable tickets as part of targeted promotions to specific groups (such as those with disabilities or economic hardship).
