Establishes regulatory framework for kratom products under Arizona Department of Health Services, defining kratom products as foods containing any part of the mitragyna speciosa plant leaf.

Requires dealers to disclose the factual basis for kratom product representations on product labels and prohibits sale of kratom products that do not conform to disclosure requirements.

Prohibits dealers from selling adulterated or contaminated kratom products, products with synthetic alkaloids, products exceeding 2% 7-hydroxymitragynine in alkaloid composition, or products lacking mitragynine and 7-hydroxymitragynine labeling.

Prohibits distribution or sale of kratom products to individuals under 18 years of age.

Establishes penalties ranging from civil fines ($500 first offense, $1,000 subsequent offenses) for disclosure violations to class 2 misdemeanor charges for selling adulterated or unlabeled products, and creates private right of action for aggrieved persons.
