Appropriates $9,500,000 from the state general fund in fiscal year 2019-2020 to the Arizona Department of Public Safety for an interoperable communication system to enhance school safety and emergency response.

The system must support multimedia communications including two-way radio, landline and mobile phones, intercom, public address, text messaging, file sharing, and real-time video.

Each participating entity must maintain discretionary, real-time control of its own communications assets.

The system must use broadband internet connectivity in a network-agnostic manner and encrypt all media communications.

The appropriation is exempt from lapsing provisions under Arizona Revised Statutes section 35-190, allowing unspent funds to carry forward.
