AZ HB2566

Amends Arizona Revised Statutes section 41-1822 to add training requirements for peace officers on interaction with individuals with communication deficits, including deafness, hard of hearing, developmental disabilities, traumatic brain injury, and mental illness.

Requires the Arizona Peace Officer Standards and Training Board to develop both in-person and online training courses in coordination with the Commission for the Deaf and the Hard of Hearing.

Mandates all newly certified peace officers complete the in-person training course, while previously certified officers must complete the online course within two years and repeat it every three years thereafter.

Requires the board to submit biennial reports to the governor, legislature, and secretary of state beginning in January 2021 detailing the number of officers trained and data on training effectiveness.

Maintains existing provisions on peace officer qualifications, training standards, misconduct procedures, and clarifies that the statute does not create a cause of action based on sexual orientation discrimination.
