Amends Arizona Revised Statutes section 32-4302 to allow occupational and professional licenses or certificates to be issued to out-of-state applicants and military spouses without examination if they meet specified requirements.

Requires applicants to have been licensed or certified in another state for at least one year in good standing, with substantially equivalent education, experience, and clinical supervision requirements.

Allows regulating entities to require direct supervision practice for applicants licensed fewer than five years and mandates examination on Arizona state laws where applicable.

Adds criminal history screening requirement using section 41-1093.04 standards and clarifies that licenses issued under this section are valid only in Arizona and do not qualify applicants for interstate compacts.

Excludes licenses under chapters 24 and 26, fingerprint clearance cards, and interstate compact criteria from the reciprocity provisions.
