Amends Arizona Revised Statutes section 8-303 to require peace officers to immediately advise detained juveniles of their legal rights in comprehensible language and notify their parents, guardian, or custodian of the custody.

Requires arresting officers to advise the juvenile's parents, guardian, or custodian of the juvenile's legal rights in addition to advising the juvenile directly.

Mandates notification of the public defender or court-appointed special advocate when the detained juvenile is a ward of the state.

Maintains existing provisions that juveniles taken into temporary custody cannot be detained in facilities where adults charged with or convicted of crimes are held, except in limited circumstances.

Preserves existing release procedures allowing juveniles taken into custody to be released only to parents, guardian, custodian, or the juvenile court.
