Allocates one percent of in-state handle to a nonprofit organization representing a majority of horse breeders in Arizona to establish the Arizona horse breeders' fund.

Requires the nonprofit organization to add monies to purses and provide purse awards for Arizona-bred horses that finish in first, second or third place in races held in the state.

Mandates the nonprofit organization to contribute a portion of received monies to the retired racehorse adoption fund.

Nonprofit organization must maintain a financial bond and have previously contracted with the department to provide data, statistics and other information.
