• Removes provisions from section 43-206 that allowed the state treasurer to withhold urban revenue sharing fund distributions to cities or towns found to be in violation of state law, pending attorney general certification of resolution.

• Eliminates the enforcement mechanism that permitted redistribution of withheld local revenue among compliant jurisdictions.
