Establishes the nonnative vegetative species eradication fund consisting of legislative appropriations for invasive species eradication projects, with monies exempt from lapsing provisions and subject to investment per state law.

Directs the Arizona Department of Forestry and Fire Management to coordinate with state land and fish/wildlife departments, oversee funded projects, and provide grants to state agencies, cities, towns, counties, Indian tribes, and political subdivisions for invasive species eradication.

Requires grant recipients to follow state and federal laws protecting endangered species and establishes that the department must create grant application procedures and criteria compliant with title 41, chapter 24.

Mandates semiannual reports to the governor, legislature, and appropriations committees on fund activities, goals, objectives, and funding.

Appropriates $5,000,000 from the state general fund for each of fiscal years 2019-2020 and 2020-2021 to the eradication fund, with any unencumbered monies reverting to the general fund by December 31, 2021.
