Requires speed tests on streets where photo enforcement systems operate within 60 days of the effective date and at least every two years thereafter to determine the 85th percentile speed.

Specifies speed tests must be conducted on Tuesday, Wednesday, or Thursday between 9:00 A.M. and 3:00 P.M. using road tubes to measure vehicle speeds, excluding vehicles traveling within 10 seconds of the vehicle ahead.

Permits traffic citations from photo enforcement systems only if the posted speed limit equals or exceeds the speed determined by the required speed study.

Requires local authorities to submit test results to the state department for review, including vehicle counts, test date and time, and measured vehicle speeds.
