Requires the Department of Administration to submit any proposed lease-purchase agreement or revenue bond refunding related to tax-exempt deficit financing agreements to the Joint Committee on Capital Review for review before proceeding.

Defines "tax-exempt deficit financing agreement" to include lease-purchase agreements and revenue bonds issued under Laws 2009 third special session chapter 6 section 32, Laws 2010 sixth special session chapter 4 section 2, and Title 5 chapter 5.1 Arizona Revised Statutes.

Effective date is December 31, 2019.
