Adds opioid use disorder and autism spectrum disorder to the list of debilitating medical conditions qualifying patients for medical marijuana use under Arizona law.

Clarifies that marijuana incidental to medical use but not usable marijuana is not counted toward a patient's or caregiver's allowable amount.

Makes minor technical corrections to statutory references and formatting, including renumbering definitions from sections 10 and 11 to 11 and 10 respectively.

Requires a three-fourths vote of both houses of the legislature for the amendments to sections 36-2801 and 36-2804.05 to become effective, per Arizona Constitution article IV, part 1, section 1.
