Amends Arizona Revised Statutes section 13-711 to make sentences of imprisonment imposed at the same time run consecutively or concurrently at the court's discretion, rather than mandating they run consecutively unless the court directs otherwise.

Requires the court to state on the record the reason for its determination regarding whether sentences run consecutively or concurrently.

Maintains existing law requiring that when a person commits a felony offense while under jurisdiction of the state department of corrections, any new sentence shall run consecutively to the undischarged term of imprisonment.
