Each health plan must report relative prices paid to health care providers by provider type (hospitals, outpatient facilities, physician groups) and product type, including annual rate of growth compared to producer price index.

Health plans using alternative payment contracts must disclose negotiated budgets, performance measures, and geographic breakdowns to the department, with budgets calculated using a neutral health status score of 1.0.

The department shall issue an annual report on relative prices and weighted average payor rates paid to acute care hospitals, outpatient facilities, and physician groups, identifying price variations and providers paid significantly above or below average.

Data collected by the department under this section is confidential and not subject to public records disclosure.

Establishes definitions for alternative payment methods (shared savings, bundled payments, global payments), relative price, health plans, and weighted average payor rate for purposes of the reporting requirements.
