Increases the lifetime cash assistance limit from 12 months to 60 months for heads of household, spouses, ineligible parents, and nonparent relative caregivers under the Temporary Assistance for Needy Families (TANF) program.

Extends the cash assistance termination date from July 1, 2016 to July 1, 2019 for families that have received 60 or more months of assistance.

Allows families to receive an additional 12 months of assistance if the head of household or required adult maintains full compliance with work activity requirements and each dependent child maintains at least 90 percent school attendance.

Modifies sanction penalties by reducing the first noncompliance penalty from 50 percent to 25 percent of the household's cash assistance grant for one month, and adding a second-offense penalty of 50 percent reduction before termination occurs.

Makes the increased 60-month lifetime limit retroactively applicable to assistance received from and after June 30, 2019.
