Amends Arizona Revised Statutes Section 9-514 to create exceptions to the voter approval requirement for municipal utility acquisitions.

Eliminates the need for voter approval when a city or town incorporated under Section 9-101.02 constructs, purchases, acquires, or leases water or sewage system utilities.

Allows municipal corporations to acquire water and wastewater service utilities without voter approval if the property owner requests municipal service, the current utility holder's authority has been terminated/suspended or lacks capacity, and existing customer rates do not increase.
