HB2616 Summary

• Prohibits paying or receiving money or other value based on the number of voter registration forms submitted.

• Requires groups and individuals receiving voter registration forms to return completed registrations to the county recorder, secretary of state, or providing county within 10 business days or by the registration deadline for the next election, whichever is earlier.

• Imposes civil penalties up to $25 per day for each completed registration form withheld from submittal, and makes knowing failure to submit forms a class 2 misdemeanor.

• Creates a new class 6 felony for knowingly altering a voter registration form without the registrant's consent.
