Appropriates $1,500,200 from state general fund and $4,960,200 from federal Medicaid expenditure authority for diabetes outpatient self-management training services up to ten hours annually when prescribed by primary care practitioners.

Appropriates $400,000 from consumer protection fund for first responder mental health resources and $500,000 for youth financial literacy programs in fiscal year 2019-2020.

Appropriates $400,000 annually for fiscal years 2019-2020 through 2021-2022 for teacher professional development scholarships and $250,000 annually for a community schools pilot program; appropriates $1,027,300 from highway patrol fund and $3,000,000 from lottery prize fund for law enforcement training and cold case sex crimes units in fiscal year 2019-2020.
