Establishes procedures for county school superintendents to notify the Department of Education within two business days if a school district commits an overexpenditure exceeding $50,000 or one-half of one percent of the budget limit.

Authorizes the State Board of Education to take four actions in response to overexpenditures: monitor the district with technical assistance, contract with a level one fiscal crisis team (up to 12 months), contract with a level two fiscal crisis team (up to 24 months), or appoint a receiver with broad authority over district finances.

Allows a county school superintendent to directly request a level one fiscal crisis team if the county superintendent determines the school district has overspent or is projected to overspend its budget by the end of the fiscal year.

Requires school districts assigned a level two fiscal crisis team or receiver to provide at least 12 hours of professional development training on financial management to governing board members and administrative personnel within 120 days; failure to comply can result in removal from office or certificate sanctions.

Requires fiscal crisis teams and receivers to submit quarterly progress reports and recommendations on professional development and personnel actions; mandates the State Board of Education to submit an annual report to the Governor and Legislature.
