Department of Insurance must contract with a qualified health care consultant or actuary to study establishing a reinsurance program in Arizona's individual and small group health insurance markets using a federal Section 1332 state innovation waiver.

The consultant or actuary shall assess reinsurance program options, compare programs implemented in other states, and consult with health insurers offering plans on the health insurance exchange.

A report due by July 1, 2020 must include assessment of program options, estimated premium cost impacts, state implementation costs, potential federal waiver revenue, and effects on existing insurance providers.

Department of Insurance must submit the completed report to the governor, legislative leadership, and secretary of state by August 1, 2020.

An unspecified amount from the state general fund is appropriated to the Department of Insurance in fiscal year 2019-2020 to conduct the study, with the statutory requirement repealed December 31, 2020.
