Amends Arizona Revised Statutes section 36-424 regarding health care institution inspections and licensing requirements.

Prohibits the director from accepting accreditation reports in lieu of licensure or compliance inspections for residential facilities providing behavioral health services to children.

Maintains existing provisions allowing accredited hospitals and other accredited health care institutions to substitute accreditation reports for compliance inspections if the report is valid for the entire licensure period.

Preserves the director's authority to conduct inspections during time periods when a valid accreditation report is not available for any health care institution.
