Amends Section 8-804 to add central registry background checks as a qualification factor for prospective employees of residential facilities that house children.

Requires owners of residential facilities housing children to obtain central registry background checks from the department before hiring employees.

Establishes that substantiated reports of child abuse by residential facility employees shall be included in the central registry.

Extends the use of central registry information to allow residential facility owners to determine qualifications of prospective employees.
