Allows same-day voter registration at polling places and early voting locations for otherwise qualified persons who provide proof of residence and swear an affidavit confirming eligibility and that they have not voted elsewhere in that election.

Extends early ballot distribution timelines by changing the earliest distribution date from 27 days before the election to 45 days before the election, and requiring ballots be delivered to election officials by the 60th day (instead of 33rd day) before the election.

Requires county election officials to contact voters whose early ballot signatures do not match registration records and presume ballots valid unless determined otherwise; allows voters to correct missing signatures or other affidavit deficiencies until specified deadlines after the election.

Permits voters to correct deficient early ballots (such as missing signatures) until 5:00 p.m. on the fifth business day after federal elections or the third business day after other elections.

Authorizes federally recognized Indian tribes to designate tribal agents or representatives as monitors at polling places located on tribal reservations to observe elections.
