Removes the definition of "photo enforcement system" from section 28-601 and relocates it to section 28-1201 with expanded scope to include city and town ordinances for excessive speed and failure to obey traffic control devices.

Prohibits local authorities and state agencies from using photo enforcement systems to identify violators of speeding, red light violations, or failure to obey traffic control device ordinances.

Repeals sections 28-1202 through 28-1206 and section 28-1602, which previously governed photo enforcement operations.

Prevents unarmed police aides, private contractors, and traffic investigators from serving process resulting from citations issued using photo enforcement systems.

Establishes legislative intent to keep law enforcement in the hands of trained officers, prevent privatization of enforcement, and ensure law enforcement serves public safety rather than revenue generation, effective August 30, 2020.
