Consolidates charter school sponsorship authority exclusively to the state board for charter schools, removing authorization from the state board of education, universities, and community college districts.

Removes language allowing school district governing boards to sponsor new charter schools or conversions of existing district schools to charter schools.

Eliminates provisions allowing universities and community college districts to sponsor charter schools and establishes the state board for charter schools as the sole sponsoring entity with oversight and administrative responsibility for all charter schools.

Requires conforming legislation in the 54th legislature, 2nd regular session to align Arizona Revised Statutes with these charter school sponsorship changes.
