HB 2644 Summary

• Establishes a provisional foster home license for kinship foster care parents valid for six months if the applicant completes a foster home license application, initial foster parent training, and a child is placed in the home.

• Kinship foster care parents with provisional licenses are eligible to receive full foster care benefits including foster care maintenance payments during the six-month provisional period.

• Allows the department to extend a provisional license if the kinship foster care parent meets the child's health and safety needs and has applied for a good cause exception after being denied a fingerprint clearance card.

• Requires kinship foster care parents who decline to pursue a provisional license or full foster care licensure to be informed about available financial and nonfinancial services, with the option to decline services by signed statement.

• Repeals conflicting provisions of section 8-514.03 from Laws 2018, chapter 110, section 2.
