Allows school districts to include liquidated damages provisions in teacher contracts issued on or after January 1, 2020, permitting districts to require teachers who resign in violation of the contract to pay up to $500 in damages (not as a penalty).

Restricts certificated teachers from resigning after signing and returning their contract unless the governing board approves the resignation or the teacher provides at least 90 days' written notice before students report for the succeeding year.

Specifies that teachers who resign in violation of the resignation restrictions are not subject to disciplinary action or penalties by the state board of education for the resignation itself.

Amends existing law regarding electronic transmission of teacher contracts to ensure contracts are sent to both school district and personal email addresses before the start of the school year.

Repeals the previous version of section 15-545 and establishes new resignation restriction provisions for certificated teachers.
