Establishes timeframe of March 15 to May 15 for governing boards to offer teaching contracts to both probationary and continuing teachers, with notification of non-renewal required by April 15 for probationary teachers and May 15 for continuing teachers.

Extends the notice period for dismissal of certificated teachers from 10 days to 30 days from the date of service of notice.

Requires a written preliminary notice of inadequacy of classroom performance to provide teachers at least 85 instructional days to correct deficiencies before dismissal can be implemented.

Modifies receipt of contract delivery to include electronic mail as a valid delivery method, with deemed receipt two days after placement in a U.S. postal service mailbox.

Changes the general salary reduction notice deadline to not later than May 15 before the fiscal year in which the reduction is to take effect.
