Amends Section 15-203 of Arizona Revised Statutes to remove language requiring the state board of education to establish qualifying examinations for the college credit by examination incentive program.

Repeals Section 15-249.06 of Arizona Revised Statutes, which established the college credit by examination incentive program.

Removes references to college credit by examination qualifying assessments from Section 15-741.02, which governs the menu of achievement assessments used to measure pupil achievement.

Adds a new requirement that the state board of education adopt rules allowing substitute teachers with primary classroom teaching responsibility to use that time toward the required capstone experience for standard teaching certification.
